BARSTOW, CALIFORNIA –   Ciro Angel Ardon Rivas, a 21-year-old from Barstow, California was arrested on Friday for allegedly  presenting himself as an Army Recruiter and scammed his accomplices mother and grandmother out of $13,000. He was arrested after the mother contacted real Army recruiters and they told her she had been scammed.
